Draft: Add eBPF-based forwarding tier implementation

This merge will add support for an eBPF-based implementation of the forwarding tier. The implementation is mostly based on my bachelor thesis, but is now better integrated in the kira routing daemon (kirad) and has a Dockerfile capable to be run in Containernet.

Current issues that need to be resolved:
