Add interactive construction of qadapter

1. GUI with input widgets for all resources
2. Interactive CLI with the same functions

Update:

1. The interactive construction of the qadapter can be performed with the Python API in Jupyter / iPython.
2. CLI and GUI were originally not intended in VRE-Middleware.
3. The GUI can be deferred to a separate issue.
