Adding public projects and do minor changes on the top navigation bar

A new item called "Projects" needs to be created on the top navigation bar. Move "My projects" & "Public projects" into this item.

/project/list-public-projects.xhtml is not yet available in the top navigation bar, so it needs to be added to "Projects".

Changes needs to be applied here /bwreg-webapp/src/main/webapp/template/left-side-bar.xhtml

A new key-value pair was created (show_public_projects:true/false) in the app_config.

Changes are included in the branch "feature/ISSUE-199_add-rest-api-for-projects"

"Projects" are now also configurable, and a new key-value has been created in appconfig.
