UpdateUserServiceImpl throws RegisterException with Rollback

UpdateUserServiceImple throws RegisterException which was changed to rollback=true. I.e. if the user fails to update the transaction is rolled back. No fail status is written. Need to introduce seperate Exception for UserUpdate.
