Bug: Servicepassword Rules not used in all cases

After registration for a service, the Page for setting the service password is shown to the new user. On this page the specified password complexity rules are not active. So it is possible to set a very simple password.

When trying to login on the system, the passwort is not accepted because of the missing complexity.

If the user uses the regular "Set Service Password" Page the complexity rules are applied as expected.
